Do you have to pay for FM traffic receiver on gps systems?

I was told that certain features (such as the FM traffic receiver to avoid traffic) costs a monthly service fee like a cell phone. Is that true? I want a good gps but I don’t want to have to have a service for it.

can all gps systems get you home safely?

I just bought a car and now I am looking for a gps system that will take me to work and take me home safely. Do all gps systems do this and if so which type? Have you guys ever had a gps system that caused you to be lost?
When I mean "getting you home safely," I’m talking about does the GPS give you directions on how to get home.

Which Garmin gps systems would you recommend?

I’m buying a Garmin GPS system for my car. I need a decent system, not too fancy, with some good features and reasonable price (definitely below 0). What would you recommend?
